EACAT is the platform that gives access to the rest of the AOC services (provided that the organization is capable of having these other services). Therefore, if you need to register for any AOC service, it is necessary that, first of all, the organization adheres to EACAT.

Below we give you instructions for joining EACAT depending on the type of entity:

If we are a private company

Private companies are not eligible to join EACAT. It should be noted that EACAT is the platform through which public administrations and/or bodies with public participation in Catalonia interact with each other.

If the company needs to carry out procedures with a public administration, you only need to go to its website or electronic office and choose the type of procedure you want to carry out. In case it is of interest to you, we provide information on how to invoice the Administration and how to consult electronic notifications from the Administration . For more information on the entities that can access EACAT, consult the last section of this faq called “Additional information on the subjective scope of provision of the EACAT service”.

If I am an individual

Individuals are not eligible to join EACAT. It should be noted that EACAT is the platform through which public administrations and/or bodies with public participation in Catalonia interact with each other.

If you need to carry out procedures with a public administration, you only need to access its website or electronic office and select the type of procedure you want to carry out. If the procedure to be carried out is sending an electronic invoice or consulting a notification, you will surely be interested in this content on how to invoice the administration and how to consult electronic notifications from the administration . For more information on the entities that can access EACAT, consult the last section of this faq called “Additional information on the subjective scope of provision of the EACAT service”.

If we are an entity of the Siscat Network

Important: If you wish to request a CDA for the operation of the SISCAT Network applications, Shared Clinical History, Electronic Prescription, etc., you only need to send the request for the certificates and the registration form as a digital certificate subscriber entity through the generic instance of the Consortium AOC so that it is managed. Membership in EACAT is not necessary.

On the other hand, if you need services to interact electronically with CatSalut and
with public administration entities in the development of public powers, you must complete the membership form , selecting the option “Other entities” and then briefly explain this fact. Please note that the maximum period for resolving the membership file in EACAT is 3 months from the date on which the application has been electronically registered in the Consortium registry AOC.

If we are a public school or institute

In the case of public high schools and schools, you must contact the Department of Education to be able to use EACAT.

If we are a private company, association or foundation

The company, association or foundation that does not have a majority public participation* is not eligible to join the Extranet of the Catalan Public Administrations, because it is not part of the subjective scope of service provision EACAT. For more information on the entities eligible to access EACAT, consult the section Additional information on the subjective scope of service provision EACAT.

* Majority means that public participation (e.g. a local entity, a Generalitat entity, etc.) must be at least 51%

If we are a company, association or foundation with public participation

Important: If the public participation of the foundation, association or company is not as mentioned below, it is considered that the entity is not eligible to join EACAT. For more information, see the Additional information on the subjective scope of service provision EACAT.

In the case of associations, societies or foundations with public participation , you must mark the option "Entity part of the public sector of Catalonia in the terms of article 2.1 of Law 29/2010, of August 3, on the use of electronic media in the public sector of Catalonia" on the membership form only if:

Please note that it does not count the participation of universities in the board of trustees of foundations for the purposes of considering them as part of the public sector of Catalonia since they are not included in 2.1.a) of Law 29/2010, of August 3.

For example, a foundation with a 35% stake in the Generalitat and a 16% stake in a local entity is considered a public sector foundation. On the other hand, a foundation with 30% of capital from the Generalitat, 5% from a local entity and 16% from a university would not be a public sector foundation, since the latter does not count in the calculation.

  • If you are an association or company , you must be 100% owned by the entities mentioned in 2.1 a) of Law 29/2010, of August 3: Generalitat and local entities, and also public entities linked to or dependent on them.

If we are a contracting authority not a public administration

In this case, joining EACAT will only help you access e-Procurement services (Public Procurement Services Platform – PSCP and Public Contract Registry – RPC) and they must be requested separately once the application has been accepted.

You will need to fill out the EACAT membership form, indicating the option “Other entity that must communicate or interact by electronic means…” and select the options that apply to you. In the brief description, you must explain, at a minimum, that you are a contracting authority. And in the section “Additional information from the entity requesting membership” you will need to attach the documentation (or indicate a link to where it can be found) that accredits you as such.

If we are a local public entity

In this case, you must fill out the EACAT membership form by selecting the option “An entity forming part of the public sector of Catalonia in the terms of article 2.1 of Law 29/2010, of August 3, on the use of electronic media in the public sector of Catalonia.” And, in the type of organization, the one that corresponds according to the specific case.

Important:

We advise you that before sending the application for membership, make sure that the local entity is registered in the Register of Local Entities of Catalonia (available on the Municat website), since all local entities in Catalonia, as well as their dependent entities, and other entities that are attached or linked to them, must be registered in the Register of the local public sector of Catalonia, a public register attached to the Department of the Presidency.

The procedure for registering with the Register of Local Entities can be carried out via EACAT by the entity to which you belong. The identifier code that will be assigned to you with the registration in the RELC will also be the identifier of the entity in EACAT and it is essential to have this code for registration in other services of the AOC.

If we are an entity of the Administration of the Generalitat or another type of entity dependent on the Generalitat

You must fill out the EACAT membership form by selecting the option “An entity forming part of the public sector of Catalonia in the terms of article 2.1 of Law 29/2010, of August 3, on the use of electronic media in the public sector of Catalonia.” And in the type of organization, the one that corresponds according to the specific case.

Also, please note that you must provide the data relating to the S@rcat Centre ID in the section “Information on the S@rcat electronic register”, so that the entries of EACAT are recorded in the Corporate Register of the Generalitat. If the entity, despite being affiliated with the Generalitat, does not have a S@rcat Register, it will not be necessary to fill in the information.

If we are an entity of the General Administration of the State or of the European Union

In the case of this type of entity, you will only be able to send generic submissions to other entities affiliated with EACAT.

Considering that currently the vast majority of EACAT entities are registered in the System of Interconnection of Registers (SIR) promoted by the Ministry of Economic Affairs and Digital Transformation of the State, it is advisable that you send your submissions through SIR, without the need to process the adhesion to EACAT. If you are still interested in registering with EACAT, you can fill out the Adhesion Form and send it to us through the SEU-e of the AOC Consortium , using the “Generic Instance” option. Please note that the maximum period for resolving the adhesion file to EACAT is 3 months from the date on which the application has been electronically registered in the registry of the AOC Consortium.

If we are a public law corporation

In this case, you must fill out the EACAT membership form, selecting the option “A public law corporation” as the applicant entity.

If we are a Catalan public university

You must fill out the EACAT membership form, selecting as the applicant entity the option "An entity forming part of the public sector of Catalonia in the terms of article 2.1 of Law 29/2010, of August 3, on the use of electronic media in the public sector of Catalonia" and selecting as the type of organization "Public universities, within the framework of their autonomy and in accordance with their specific regulations."

Additional information on the subjective scope of service provision EACAT

The subjective scope of EACAT can be found in the specific conditions of the EACAT service published on the Consortium's electronic headquarters AOC , specifically in Specific conditions of service provision EACAT 28/11/2018 where in section “2 Subjective scope of service provision” it is indicated:

2.1 Entities that can access the service

This service is provided to the following user entities:

A. To all entities that make up the public sector of Catalonia in the terms of article 2.1 of Law 29/2010, of August 3, on the use of electronic media in the public sector of Catalonia or the regulation that replaces it.

B. In public law corporations.

C. To the State Administration and to that of the European Union.

D. To any other entity with direct or indirect public sector participation, in accordance with the sectoral regulations that apply to its actions, which must communicate or relate by electronic means with the public sector entities of Catalonia according to the terms defined in section A) and which adequately and sufficiently justify the promotion of the achievement of the Catalan model of electronic administration described in article 5 of Law 29/2010 (or regulation that replaces it), which has as objectives:

a) The incorporation of electronic media into their ordinary activity to improve accessibility, transparency, effectiveness, efficiency and quality of the provision of services to citizens, and internal management.

b) Institutional cooperation and collaboration in the creation and provision of common electronic administration infrastructures and services to the public sector of Catalonia that guarantee the interoperability of information systems and that make their use possible by the entities that make up the public sector to make the provision of services to citizens and companies more effective and economical.

c) The definition and common development of policies and initiatives of an organizational and technological nature that maximize the efficiency and reuse of services and the applications that develop them.

E. To bodies that act with functional independence from public administrations and that are not subject to their management in the exercise of their functions, whose existence is determined directly by the Statute of Autonomy and that expressly sign a collaboration agreement with the AOC Consortium.

Deadline for resolving the application for membership in EACAT

The maximum period for resolving the EACAT membership file is 3 months from the date on which the application has been electronically registered in the AOC Consortium register.
