Inter-administrative processing

The inter-administrative processing between the public sector bodies of the Generalitat de Catalunya is carried out through the EACAT-Tràmits functionality, through the platform of the same name ( EACAT ).

EACAT is a closed environment that is accessed with a username and password or with a digital certificate (type T-CAT). If you do not have a username and password, the EACAT user manager must assign one.

EACAT-Procedures can be reached from the Procedures section. Once there you can access the following subsections:

  • Catalog of procedures
  • My paperwork
  • Registration window
  • Historical SIR

Within the page, the information is reorganized by finding both the mentioned subsections and new information. Thus, the generic service of:

To understand how electronic inter-administrative processing works, it is important to know that the processing services in EACAT-Procedures can be generic (for example, generic submission ) and specific ( PRE - Remuneration subsidies for elected officials 2020 ). The first ones can be found in the procedures section or as independent applications in the Applications section (Information, Writing and Documents Transmission Service -TMAS) and the second ones are organized in the Procedures Catalog.

Within the Catalog of procedures , the services have a title that includes the producer codes designated by the Generalitat or by the AOC Consortium, in order to know which promoter they belong to. Each service consists of one or more procedures that make up the file. However, a distinction must be made between the initial procedures that are processed from the Procedures Catalog and the response procedures that are processed from the processing flow , which is accessed through My Procedures .

From the My Procedures subsection, you can answer a procedure, through its processing flow and manage the inter-administrative procedure through the single procedure tray. The different inboxes are still working: Inbox, Sent, Signed, Draft, and In Process (which only appears when there is processing in this state). Within each of them there is a search engine for procedures, which allows you to filter specific settlements.

The processing between administrations outside Catalonia, ie the Registry Interconnection Service (SIR), is no longer within EACAT-Procedures since May 5, 2021. From this date access in the new version of SIR, now SIR 2.0, it is done through the Applications section. Shipments submitted before May 5, 2021 will be handled in the Pending Confirm SIR section which is now called Historical SIR . In this section there are procedures that do not yet have registration until they are accepted.

The processing of the generic Submission ola TMAS , as generic services can be consulted in its manuals. This manual focuses on the processing of the specific services that appear in the Catalog of procedures; however, some aspects will be mentioned about the group assignment functionality of the generic submission and the SIR History subsection.

The Registration Window acts as a virtual office for the submission of documentation, which addresses the documentation submitted to the electronic register of the recipient body and returns the corresponding receipt.

The My Procedures Alert is used to indicate the number of procedures that have been entered ( Entries ), the status of the submissions ( To sign or Drafts ), the SIR submissions pending confirmation ( SIR History ) and procedures that, temporarily , have not completed their processing due to technical issues ( In process) , but are in the process of processing and, therefore, finalization. In the case of the In process tray, it does not appear in the image because there is no procedure in this state.

How to process from the Catalog?

1 What can I process from the Catalog?

From the Procedures Catalog, only the processing of a service can be initiated or, also, a procedure can be carried out which, although not starting a service, is defined as an initial procedure , which leads to the start of a new thread. When accessing this type of procedure, in addition to the information on the procedure, the green procedure button appears ; if it is not initial, the button will be grayed out and will not be processed.

2 How to process from the Catalog?

If you want to process from the Catalog, you must first :

  • Be identified in EACAT
  • Have checked that you are working with the appropriate body. In case you are assigned to more than one entity, you have a drop-down in which you can choose between the various entities.
  • Access the Procedures section.

Once at EACAT-Procedures you need:

  • Search for the service in the procedure search engine using keywords.

  • Click on the service you want to work with. The general information of the service appears as well as the set of procedures that form its thread.
  • The procedure to be processed is selected.

And once in the procedure, to start the process it is necessary to take into account that 3 different ways of processing can be given , depending on the type of technological support that is used:

  1. Specific web forms , the processing of which is carried out within the platform. In the content sheet of the service through certain links, which are clearly specified and which, once pressed, redirect to a web form that must be filled in, validated, signed and sent; then the processing receipt appears and, also, a note is made in the check-out register of the processing body and an entry record in the destination body.
  2. Simple submission web forms are evolved web forms, which have a generic structure, to which, if necessary, a PDF form will be added as an attached appendix to the web form. This PDF form can be found in the catalog form. The processing of the simple shipment is carried out within the platform. Pressing the green button opens a web form that must be filled in, signed and sent within EACAT. When sent, an outgoing record is created in the processing entity and an incoming record in the destination entity.
  3. Smart forms (PDF) can be downloaded by pressing the green Processing button. They are called intelligent because they carry at least information about the entity they are processing and the destination entity; which allows you to fill them out, validate them, sign them and send them from outside the platform. When sent, an outbound record is created in the entity being processed and an inbound record in that of the destination entity. It is not necessary to go to the Catalog but from the same PDF form you will find the attached documentation that must be downloaded and also, fill in and attach to the PDF form.

These last two types of forms - types b) and c) - are accessed, if they are initials, from the Catalog using the green Processing button, as we have seen in the previous image. If the button is gray, follow the steps described in subsection 2.1 (What can I process from the Catalog?).

How to process from the flow?

It is processed from the flow when you want to respond to a procedure that cannot be done from the Catalog. The flow is accessed from My Procedures .

To carry out a response procedure from the thread, you must first :

  • Be identified in EACAT.
  • Have checked that you are working with the appropriate entity and if not change it; for this reason it is necessary to check it at the top right of the screen.

Once at EACAT-Procedures you need:

  • Select the My Procedures subsection.
  • Go to the Inbox , if it is a procedure that is a response to one that has been sent to us previously or, in the Inbox , if it is a consecutive procedure and that follows one carried out by us .
  • Deploy the search engine for received or sent procedures and fill in the fields that are considered necessary for the search for the procedure to which you want to respond.
  • Click on the procedure and then appears its thread, from which I can perform several actions:
    • Add the file number.
    • Select the procedure from the possible ones, using Processing or Download , depending on whether it is a simple web submission form or a smart form (PDF) , respectively.
    • Download file , download the complete file with all the formalities and attachments sent.

  • Click Processing or Download in the answer procedure being processed.

  • Fill in, validate, sign and send the form, whether it is done from the platform - web forms - or if it is done outside the platform - PDF forms.

How are the services according to your technology?

Within EACAT-Tràmits, three types of procedures come together in terms of their technology and which have evolved over time. They are as follows:

    • Web forms are residual services but with considerable volumes and with complex and specific integrations in the provider's systems, which makes their evolution difficult.
    • Simple web submission forms are services that have been around for a long time, designed using generic web forms and are gradually migrating to services designed in PDF format.
    • Smart PDF forms . Any new service is designed as a self-submitting PDF form.

The first two are processed when it is authenticated on the platform, however the smart forms (PDF), once downloaded, carry the necessary information so that they can be processed outside the platform, which makes their use very flexible. not having to be connected to EACAT. Once sent, the implicit information is generated, an entry record is generated for the recipient entity and an exit record for the entity it is processing.

Finally, keep in mind that smart PDF forms and old web forms can coexist in the same file.

What's in My Procedures and SIR History?

My procedures and SIR History are two subsections made up of EACAT procedures, some completed or not; and others completed but not yet registered at the institution; respectively.

1 What's in the different My Trash trays?

In the My Procedures subsection, the completed procedures ( Sent and Received ) and the pending procedures ( In process ) are distributed in trays. There are also the trays ( To sign , Drafts ) relating to the status of the procedures designed with the technology of web forms.

In each of these trays is the functionality of the procedure finder , whose appearance is similar. In the case of Inboxes and Outboxes , you can perform advanced searches using the following filters:

  • Service
  • Procedure
  • Dates (can be done between two dates)
  • Sender / Recipient
  • Num. registration
  • File

The search result returns entries or exits from the services for which you have permissions, which can be exported using a CSV file.

In the case of the To Sign and Drafts trays, as these are unsent procedures, some fields are not required and advanced searches are performed using the following filters:

  • Service
  • Procedure
  • Dates (can be done between two dates)
  • Recipients

The different paperwork trays that appear in My Procedures are:

    • Inboxes and Inboxes contain the entries or exits , respectively, of the services for which permits are available, arranged page by page using the template of the list of procedures received or sent, the fields of which coincide with the search fields. This template reproduces the list of procedures arranged by: service, procedure, sender, no. of file, check-in and date and time of processing. In the information relating to the service there is a number in parentheses , relating to no. of shipments from that file, whether they are incoming or outgoing.

      Only in the case of generic submissions , icons can appear on the right side of the settlements , which indicate whether or not that generic submission has been assigned to a user or group so that they can view and work with it.
      The users who will be shown the icon are:
      • Those who have the registration role ( Consult the online registration book within the Entry / Exit Registration function).
      • Those who have downloaded the generic submission form submitted.
      • Users assigned by icon to a specific generic submission, by one of the two types of users above.

      Whether the icon is displayed in white as if shown in blue , users who have the registration role and who have downloaded the generic submission can assign new users or groups to it.

      In general, for all types of procedures, if you click on one you enter the thread of execution of the file , from where all the procedures related to that file are displayed , whether they are received or sent; as well as processing receipts (by clicking on the registration number); and annexes.

      The following features are available from the thread:

      • Enter the file number
      • Send a response procedure to another entity.
      • Download a file with the forms of the procedures, the processing receipts and the annexes.

    • Trays To sign and Drafts , the procedures are pending signature or draft , respectively; provided that they are procedures belonging to services for which permits are held. These procedures are carried out within the platform as they are web forms and go through different states: draft and pending signature. The paperwork list is arranged page by page using the paperwork template for signing or drafting, whose fields match the search fields. This template reproduces the list of procedures arranged by: service; procedure; recipient and date and time of last modification.
    • In process, the procedures appear that, temporarily, have not finished their processing due to technical issues, but that are in the process of being processed, and therefore, of completion. This tray only appears when there is such a procedure in the entity.

2. What's in SIR History ?

In this subsection, you will find all the shipments from other entities outside Catalonia (SIR shipments) that were sent before May 5, 2021. From that moment on, the shipments that were not managed have been accepted, so you can find them in the registry.

Please note that all accepted SIR submissions appear in the Inbox, if you have the permissions to view them.

What is the procedure alert?

The Alert is used to indicate the total number of procedures in some of the trays that make up the subsections of My Procedures and Pending SIR Confirmation .

Thus, it appears:

  • The total number of received procedures that have been entered since the user last logged in.

  • The total number of Draft and Pending Signature procedures, which are the pending procedures that are in these states, since the user's last connection
  • .
  • The total number of procedures In process, which, temporarily, have not completed their processing due to technical issues, but are in the process of processing, and therefore, of completion, since the last connection. This section of the alert appears whenever there are procedures in this state otherwise.

As you can see, the Alert is a tool that allows EACAT users who process daily to have an immediate view of pending tasks . At a glance the users make a quick composition of the tasks to be done; for this reason, apart from being located in the Procedures section, it has also been placed in the Start section.

Clicking on the different sections of the Alert will redirect you to each of the trays in My Procedures or SIR Confirmation Pending .

What is the purpose of the registration window?

The Registration Window is the virtual office for the presentation of documentation associated with inter-administration processing services. This office sends the documentation submitted to the electronic register of the recipient body and returns the corresponding receipt.

One of the ways to process EACAT is through the Registration Window, using PDF forms or not. To do this we will do the following:

  1. Find out if our procedure can be sent through the registration window . Therefore, it is necessary to go to the section How is it done? , ie the specific instructions for each procedure in its description in the Catalog.
  2. Download, fill in, validate and sign the form downloaded via the green Processing button that appears in the information on the procedure in the Catalog.
  3. Access the Registration Window by clicking on Procedures and, specifically, the Registration Window subsection.
  4. Click Browse where you submit the procedure to submit to search for the form on our computer. We can also attach the documents attached to the form to Attached Documentation by clicking Attach another document .

Not all forms can be submitted through this window. All those who need to be attached to a submission will continue to do so. To find out which channel to send each procedure to, you must follow the How to do it section, ie the specific instructions for each procedure in your description in the Catalog.

With regard to the annexes to the EACAT registration window, the following must be taken into account:

  • As a general rule
    • The first document to be uploaded must be a PDF.
    • Filenames cannot exceed 80 characters.
    • The attached documents can have any extension.
    • The maximum number of attachments (excluding the PDF form submitted) is 10.
    • The maximum file size is 10 MB
  • As an exception, the SIR
    • The maximum number of documents (including the PDF form submitted) is 5.
    • The maximum file size is 10MB, all files together cannot exceed 15MB.
    • Supported extensions are: jpg, .jpeg, .odt, .odp, .ods, .odg, .docx, .xlsx, .pptx, .pdf, .png, .rtf, .svg, .tiff, .txt,. xsig, .xml

Mention is made of the EACAT Register of entries and exits because it is part of the inter-administrative procedure. All documents in the Inbox and Outboxes of My procedures are documents that appear in the Register , as they are completed documents and, therefore, with an exit registration number in the issuing entity and entry in the entity. of destination. Please note that there are types of documents in the Register that are not procedures per se; for example, invoices.
