The RFH is the set of officials who provide services in the Records Assistance Offices (OAMR) and who are qualified to perform one or both of the following functions:
- Assistance in the use of electronic media to interested parties not obliged to use them.
- Issuance of authentic copies (when not made by automated administrative action).
