Therefore, it is an organized set of specific services, each with its associated procedures, that providers offer to recipients to facilitate electronic processing between public administrations. Organizational categories of services

Categorization of services in the Catalog that can be selected as drop-down filters in the advanced search engine. The main categories are:

  • Lender
  • Typology
  • Topic and subtopic

These filters allow you to organize and restrict the search for services and procedures more efficiently.

Favorite search New functionality that allows you to save and quickly access queries for procedures that are performed frequently. This simplifies access to recurring procedures, so you don't have to search manually every time you need to consult a specific procedure. You can save up to 10 searches as favorites. Processing space

Advanced search engine

Tool that allows you to refine the results of a search, through the filters that form it. It always includes some more filters than those in the filter bar. Normally, it can be accessed from: the filter icon to the right of the search bar and from the filter bar. This tool can be found both in the Catalog and in the Processing Space.

Set of services that AOC provides to Catalan public administrations. Most of these services are provided directly by AOC and are related to administrative processing. From here you can access each service directly.

Part of the Manager's Space that allows managers to manage user access to inter-administrative processing services. It is accessed through the EACAT Procedures administration.

Entity

EACAT has a directory of affiliated public entities:

  • A provider entity is a Catalan public entity affiliated with EACAT that provides services to other entities. The main service providers in EACAT are the departments of the Generalitat and the entities in its public sector, although there are other entities that also act as providers.
  • Recipient entity is that public entity affiliated with EACAT that can process services; they are the recipients of the services. The largest group of recipient entities are local public entities, although there are others.

There are 2 types of filters:

Service file Set of detailed information on each service offered in the Catalogue and which also includes the procedures that make it up, which allows you to initiate a file. The file may vary depending on the data provided by the provider. It can be consulted from the first search result or by clicking directly on the service in the search results. Procedure sheet Set of essential information about a procedure found in the Catalog and which includes: title, deadline, type, period to process and procedure. It can be accessed through the search results by clicking on the procedure or expanding the information on the associated service file. 1. Specific permissions that each AOC service offers and that can be assigned to users. Currently, there are only the permissions for the AOC service: EACAT Procedures

  • Basic : allows you to access the application, consult and process the services to which you have access.
  • Entity Manager : Allows you to manage the different sections of the entity within the application.
  • Provider : allows you to create inter-administrative processing services and their forms.
  • Signador: allows you to sign a procedure.

Permissions are managed from the AOC Services Administration > Users > AOC Services

2. Any user can see the permissions assigned to AOC services by accessing the Personal Space and selecting AOC Services.

Processing preferences

Options intended to improve the user experience in EACAT. Currently, they are divided into 3 categories:

  • Default entity , which allows you to select the entity that you want to appear by default from among those that the user provides service to within EACAT.
  • Processing, which are two important functionalities in processing that offer the possibility of marking not to show again if they are not needed. These 2 information boxes are:
    • Check the existence of a preferred signatory : key functionality for the process of signing procedures. When this option is activated, the Send for signing information box will appear, where you can select the preferred signatory or continue the process without selecting it. If the option is not activated, this information box will not appear when sending procedures for signing.
    • See the explanation about the file manager : important functionality in the file processing process. By activating this option, the File Manager information box will be displayed every time you start the first step of a file from the Catalog.

1. Catalan public entity that provides inter-administrative processing services and offers them to other public entities for processing. The most important provider entity by volume of services offered are the departments of the Generalitat de Catalunya and the entities of its public sector.


2. Permission that public entities affiliated with EACAT have to offer inter-administrative processing services to other public entities affiliated with the platform.

Register of Skilled Officials (RFH)

1. Set of civil servants who provide services in the registration assistance offices (OAMR) and who are authorized to perform one or both of the following functions:

  • Assistance in the use of electronic media for interested parties not obliged to use them.
  • Issuance of authentic copies (when not made by automated administrative action).

2. It is part of the General section of the AOC service manager space, where the basic data of each user is managed: registration and termination date, administrative unit and tasks or functions as an authorized civil servant.


3. It is part of the General section of the Personal Space, where each user can consult their data as an authorized official, if applicable.

1. Set of procedures that are executed sequentially to satisfy a specific need, such as granting a subsidy, registering an activity or managing a sanctioning procedure. In EACAT Procedures, a service is offered by a provider and can be used by public entities adhering to the platform that are recipients.

2. Section that provides information on the inter-administrative processing services to which a user has access, accessible to everyone in the Personal Space. This section allows the management of services within the Manager's Space, both in the administration of EACAT Procedures and in the AOC services.

3. Subsection that facilitates the management of services in relation to users or mailboxes within the administration of EACAT Procedures.

Services AOC 1. Part of the Manager's Space that allows managers to manage users and their permissions for the set of services that AOC offers to Catalan public administrations, most of which are managed directly by AOC and are related to processing. It is accessed through the AOC Services administration. Examples of AOC services include eNotum, eFACT, EACAT Tràmits and others.

2. Personal Space section where any user can consult the permissions of the different AOC services.

  1. A service that is defined so that it can be used by any of the entities affiliated with EACAT and by any user who has the necessary permissions. The generic request is the clearest example.

  1. Services that you have saved for quick access. These are the ones you use most frequently and consider relevant.
  2. Section of the CST where all the services you have marked as favorites are listed. It facilitates quick access to the most used services and helps keep the Catalog organized.

  2. Filters that are found in the advanced search of the Catalog and that are linked, since a subtopic can only be selected after having previously chosen a topic.

Procedure


Each of the parts that make up a service. Therefore, there is no procedure without an associated service. Some examples of procedures are: the subsidy application, the provision of documentation, the response to the documentation request, the subsidy justification, among others. Response procedure Procedure that continues a procedure that has already been initiated. These procedures cannot be initiated from the CST, but must be managed from the Processing Space, within your file. Catalog of services and procedures (CST)

Procedures about to be completed
  1. Procedures that are up to 15 days from the end of their term, meaning that you have a few days to process them.
  2. Section of the Catalog of services and procedures that brings together the procedures that will be completed in the next 15 days.

Organizational units (OU)

1. They group users around bodies or work units of an entity, such as the Mayor's Office, the General Secretariat, or groups dedicated to subsidies or territorial delegations.

2. Within the administration of EACAT Procedures, the UOs constitute a section of the Manager's Space

3. Filter that may appear in the Mailboxes section, when any of the entity's mailboxes are bounded by a UO. These filters include options such as Without UO , to select mailboxes without any UO assignment, and UO , to display all UOs associated with the entity.

Users

1. People who work with specific permissions that define their profile and the actions they can perform within the platform.

EACAT has 2 types of users:

  • Active : those who have valid permissions (such as basic, entity manager, lender, signatory, etc.) and can operate within EACAT Procedures.
  • Inactive : those who have user permissions, but the entity manager has deactivated them, for example, in the event of medical leave.

2. Section dedicated to the management of users within the Manager's Space, covering both the administration of EACAT Procedures and AOC services.

3. Subsection dedicated to the management of users in relation to services or mailboxes within the administration of EACAT Procedures.
