What are DIR3 codes?

The Ministry of Finance and Public Administrations created the Common Directory of Organic Units and Offices, usually called DIR3, in accordance with Art. 9 of the National Interoperability Scheme (ENI), approved by Royal Decree 4/2010, of 8 January 2010.

The information to be inventoried in the DIR3 is limited to the scope of the administrative bodies and offices of the public administrations . But if art is taken into account. 2 of Law 39/2015, of 1 October, on the common administrative procedure of public administrations, it is evident that it is also necessary to inventory the autonomous bodies or any other type of public law entity linked to or dependent on any of the aforementioned administrative bodies. And these at the same time are structured in a hierarchical way in several organic units with specific assignment of competencies .

Within the context of DIR3, any administrative unit endowed with functions of legal significance is considered an organic unit.

The DIR3 codes are the identifications assigned to each of these organic units within the Common Directory. It should be borne in mind that they are subject to change when an extinction, division, merger or change of competences takes place within an organization.

Service Application for registration in the DIR3 of the entities that make up the local administration

The Ministry of Finance and Public Administrations is the body of the General State Administration that provides the DIR3 codes of the entities that make up the local administration.

The AOC Consortium, however, manages these codes in 90% of the local bodies in Catalonia (with the exception of a few local bodies that chose to manage the DIR3 codes directly) and does not manage the codes of the bodies that make up the administration of the Generalitat (Departments, dependent bodies and public sector of the Generalitat). If this is the case for you, contact the Office of Innovation and Digital Administration of the Generalitat (OIAD).

Note: If a dependent body wants DIR3 codes, in case the parent entity manages the DIR3 codes directly, it will have to go to this one for its processing.

For this reason, it has been decided to include in the EACAT Catalog of Procedures the procedure for requesting DIR3 codes for local bodies in Catalonia or their dependent bodies.

The specific service Application for registration in DIR3 of the entities that make up the local administration has been incorporated with a single procedure, which is the Application for registration in DIR3 , within the EACAT procedures platform.

  1. You must have the role "Access to the service" of the CAOC service - Application to process the registration in the DIR3 , in case you do not have this role activated, the user manager of the entity can grant it to you.
  2. Click Application for registration in the DIR3 of Service Procedures .
  3. Press Processing , once in the Application form for registration in the DIR3 .
Filling in the form

The PDF application form is opened to process registration in DIR3, which reproduces the data requested by the Ministry, in accordance with the ENI guidelines. The Ministry has developed the DIR3 Management Application User Manual , which consists of the following parts:

  • Motivation for the discharge:
    • Public procurement
    • Electronic invoice
    • SIR

Please indicate at least one of the reasons why the codes are requested.

  • Applicant: these are the details of the contact person making the request: name, first surname, second surname and e-mail. All mandatory except the second surname which is discretionary. Please note that this data will not be included in the DIR3 database.
  • Basic data: these are the basic data of the organic unit or entity for which the codes are requested and which consist of the following fields to fill in:
    • Description of the organic unit
    • Abbreviations
    • NIF / CIF shared with top unit (yes or no)
    • NIF
    • Administration
    • Type of public entity
    • Type of organic entity
    • Root organic unit (the entity on which the unit to be created depends, the entity itself or its parent if applicable)
    • Public law entity (yes or no)
    • Power (executive, judicial or legislative)
    • Territorial scope (local, provincial, insular and N / A)
    • Description of competencies
    • Legal provision
    • NOTE: the required fields are NIF / CIF shared with the higher unit, Administration, Type of organic entity, Root organic unit, Public law entity, Power and Territorial scope. The completion of the remaining fields in this section is at your discretion.
  • Scope data: these are the data of the territorial scope of the entity or body for which the codes are requested and which are:
    • Territorial scope
    • Geographical entity area
    • Province area
    • Municipality area
    • Description of competencies
    • Legal provision
      Only the field corresponding to the Territorial Area (Local, Provincial, Insular and N / A) is required.

  • Address data
    • Shared with a higher drive (yes or no)

Validation, signature and submission of the form
  1. Save the PDF form to your computer so that you can complete it at the right time.
  2. Press Valid . If validation is not passed, a warning will appear explaining that the fields framed in red are not correctly reported. You will need to fill them out and press Validate again.
  3. Click on the signature box and digitally sign the form.
  4. Press Send to send the form to the AOC Consortium.
  5. In a few seconds, the Electronic Records Receipt appears, which is the receipt for submitting your paperwork to your entity's exit register and the recipient entity's entry register.
Checking the shipment

To verify that the Registration Application has been sent to DIR3, the following will be done:

    1. Go to the Procedures and My Procedures section, then select Sent and search in the list of procedures sent by our entity.
    2. There is also a search engine that can be opened by clicking Open Filter to search for:
